The omen during this chapter during the time Telemechus  speaks before the elders.  He is trying to make his case to the council regarding the suitors of his mother Penelope who have moved into his house.  Though his presentation moves the elders, the Antinous the main suitor blames Penelope for taking too long in making them what for her to make her choice.  The omen occurs when two eagles are seen hovering over the council and were locked in combat. Halitherses sees this as a sign that Odysseus will return.
