The Nuremberg Trials were established after WWII to punished the members of  Germany´s  Nazi party after the war. they were designed as a set of guidelines which were used to determine what constituted a war crime. The creation of the document was done by the International Law Commission of the United Nations.  

There were many principles established by this commission. C will be the correct answer because one of the most important principles of the commission was that "individuals are accountable for their actions, even during war."

Before The Nuremberg Trials the common excuses for individuals who were taken to trial for war crimes was that they were obeying "superior orders."
