Amendment 76 changed the language in the state constitution to state that only U.S. citizens can vote in elections. They needed 55 percent of the vote to pass the law. Colorados constitution said that anyone could vote but the amendment was going to change that so only citizen could vote in the election. In San Francisco non-citizens were allowed to vote in school board races since 2018. Joe Stengel says that non-citizens were already voting in Colorado despite the laws but he did it have any evidence for it.
