It is for this reason that the caveat was included to also tame the governors or people because in as much as the claim have subjected the government to performing their duty to the citizens of the country an in the case where the government is doing the right and needful to the country and citizen, there should also be a caveat protecting the government from the governor, people or citizens as a whole.
