Indeed, after his controversial election for his first term, President Bush started studying the issue. He had not expressed an opinion before his election. He was influenced in his final choice to cancel any federal funding for stem cell research by his Conservative, Evangelical Christian electoral base. He even vetoed bipartisan acts to approve federal funding for such research.
