Let the number of songs, he wants to purchase = x

And each song cost him $1.25, so cost of x songs=1.25x .

And he wants to buy an app , whose price is $ 5.75 .

And the total amount , Zach has = $ 9.50

So the inequality is

1.25x+5.75<=9.50

Subtracting 5.75 to both sides

1.25x<=3.75

Dividing both sides by 3

x<=3

So Zach can buy less then or equal to 3 songs .
